Syracuse, N.Y. — Gov. Andrew Cuomo said today if Syracuse University and its football opponents can do quick coronavirus testing this fall, then travel to and from states with rising caseloads should not be a problem.

The governor indicated that if the schools’ testing systems worked well, then players might not have to abide by a 14-day quarantine required for people returning to New York from states with rising virus caseloads.

“I’m sure they’re going to be in a position where they say they can’t quarantine, they can’t keep the schedule and do quarantine,” Cuomo said today in response to questions about Syracuse’s football schedule.

“Well, then you’re going to have to test,” the governor said. “And you have to have the test available. And they have to be turned around in a workable period of time. And if they can do that, and do it safely, great. And they should be able to do it safely.”

The ACC last week announced an 11-game season.

For SU, that means home games against Boston College, Duke, Georgia Tech, North Carolina State and Wake Forest.

The away games are against Clemson, Louisville, North Carolina, Notre Dame and Pittsburgh. (SU must also play a yet-to-be named non-conference game at home.)

Only two of those schools are in states that are not currently on New York’s quarantine list. In June, New York ordered travelers from certain states to quarantine for 14 days to prevent the spread of the virus.

As of today, Georgia, Indiana, Kentucky, North Carolina and South Carolina are on that list.

The order, however does allow for the state’s health commissioner to assign different tactics to travelers when quarantine is not possible -- “provided such measures continue to safeguard the public health.” 

Cuomo said today he hasn’t spoken to SU or the ACC about the proposed football season.

“They should talk to the Department of Health about what is their plan to do it,” he said. “But again, the devil’s in the details. And government is, and bureaucracies, are not good details. So exactly how will you do it?”
